Cecilia Loccisano
She is founder and director. She is a lawyer graduated from the University of Buenos Aires & Eisenhower Fellow. She is a specialist in Public International Law (1997), and a specialist in Health and Social Security systems (2006). She served as Undersecretary of Coordination of the ex Ministry of Health of the Nation (2016/2018), being in charge of the management of health budgetary policies, coordination with hospitals and national health providers, Human Resources organization and execution of the Plan Contracting Operations, Public Tenders, etc. She was in charge of the implementation of the modernization tools of the State for Health, such as GDE, GDO, COMPR.AR platform, LOIS, LUE, etc. She was Coordinator of the Operational Unit of Projects in medical technology and hospital infrastructure, to support the formulation of Public-Private Participation Projects, and Coordinator of the Executing Unit of the Administration Trust for UNIVERSAL HEALTH COVERAGE-CUS. She also served as Coordinator of the INTERNATIONAL HEALTH FINANCING UNIT-UFIS (2015/2016), being in charge of managing the loan portfolio for Health (BID, BIRF, FONPLATA, BCIE), and administrative and fiduciary management Programs with international funding (ex REMEDIAR, SUMAR, REDES, ENFERMEDADES CRONICAS). In this role, she coordinated the formulation and execution of the Operational Plan for Contracts, International Tenders, and was in charge of managing various PNUD projects for the execution of Health funds. She held positions as General Coordinator of the Program to Support the Public Health Sector Phase II- PROSEPU II (2016/2017), where she had also been Financial Technical Coordinator (2009/2010), Advisor in financing management and planning of the Undersecretary of Management of Healthcare Services (2013/2015), Coordinator of Strategic Planning in the Essential Public Health Functions Program- FESP (2010/2012), National Director of the Program for Strengthening Primary Health Care- FEAPS (2006/2009), Advisor in financing management and planning of the Secretariat of Health Programs, in coordination with the INTERNATIONAL HEALTH FINANCING UNIT-UFIS (2004), among others.
